Planetary GovernorThe Galactic Empire is organized into a clear hierarchy of territorial divisions, from vast Oversectors down to individual planetary regions. All positions are appointed on merit by Emperor Draco Tanos or his designated representatives, ensuring loyalty, competence, and efficiency in administration. This structure maintains centralized authority while allowing localized governance, with every official accountable to the Throne.

Oversectors and their Grand Moffs

An Oversector (also known as a Priority Sector) is a large administrative division consisting of multiple sectors grouped together for enhanced governance and security. These were transitioned from the Galactic Republic's priority sectors under the Sector Governance Decree and are governed by a Grand Moff with expanded authority. There are twenty Oversectors, each designed to address strategic needs or potential threats.

Oversectors enable more effective coordination of resources and military support, particularly in areas requiring heightened oversight. Grand Moffs oversee Oversectors and have direct control over included sectors, including authority over sector moffs, who report to the Grand Moff. Oversectors are supported by dedicated military units for enforcement and stability.

A Grand Moff is the highest-ranking regional governor in the Galactic Empire, responsible for the administration and security of an entire Oversector. Appointed directly by Emperor Draco Tanos and confirmed by the Imperial Ruling Council, Grand Moffs report only to the Emperor. They possess broad authority over all aspects of their Oversector, including oversight of included sectors, coordination of military forces assigned to the region, economic policy, law enforcement, and implementation of Imperial decrees.

Grand Moffs are granted significant military resources, including dedicated Sector Armies or fleets, to maintain control, especially in strategically important or unstable regions. Their role reflects the New Order's commitment to merit: appointment is based solely on proven loyalty, administrative excellence, and service to the Empire. Grand Moffs serve at the Emperor's pleasure and may be recalled if they fail to uphold the principles of merit, loyalty, and efficiency.

Grand Moffs are the Emperor's primary representatives in their Oversector, ensuring that Imperial law and the New Order are enforced uniformly across hundreds of systems. They coordinate with ministries, agencies, and local governors while maintaining direct accountability to the Throne.

Sectors and their Moffs

A Sector is the standard administrative division of the Galactic Empire, consisting of a large group of star systems (typically dozens to hundreds). Sectors are the primary units of territorial governance, allowing for efficient management of resources, law enforcement, taxation, and local security across wide regions of space. The Empire's sectors were inherited from the Galactic Republic and formalized under the Sector Governance Decree, with boundaries adjusted as needed for strategic or security purposes.

Sectors provide the foundation for Imperial control: they enable uniform application of Imperial law, rapid response to local issues, and coordination with ministries and military forces. When a sector falls within an Oversector, it remains administratively distinct but reports to the overseeing Grand Moff for matters of regional policy or security.

A Moff (also called Sector Moff) is the governor of a single sector, holding supreme civilian authority within that jurisdiction. Appointed directly by Emperor Draco Tanos, Moffs report to their Grand Moff.

Moffs oversee all aspects of their sector, including local administration, tax collection, law enforcement coordination, and implementation of Imperial decrees. They have direct control over sector business and may coordinate military units assigned to the sector (though military command is shared with sector commanders unless otherwise specified). Moffs do not typically involve themselves in the day-to-day government of individual planets or systems, leaving that to planetary governors, but they may assume direct control of a capital world if needed.

Through Moffs and sectors, the Empire maintains centralized yet responsive governance, ensuring that Imperial law and the New Order are enforced uniformly across thousands of systems.

Sector Moffs maintain a formal but limited relationship with the Imperial Senators representing their sector. Senators are elected by the population of the sector under a weighted voting system to ensure smaller worlds have a voice alongside major planets. While Moffs hold executive authority over sector administration and security, Senators serve in the advisory Imperial Senate on Coruscant. Moffs are required to provide Senators with accurate information on sector affairs when requested by the Senate or Grand Vizier, and Senators may raise sector-specific concerns or proposals in Senate sessions. However, Senators have no direct authority over sector governance; their role is strictly advisory, and all final decisions on sector policy, security, or enforcement remain with the Moff (and ultimately the Emperor). This separation ensures that legislative counsel from the Senate does not interfere with the executive chain of command.

Systems and their Governors

A star system is the basic territorial unit of the Galactic Empire below the sector level. It consists of a single star (or multiple stars in a binary/trinary system), its associated planets, moons, asteroid fields, space stations, and orbital installations. Systems vary widely in size, population, economic importance, and strategic value, from heavily industrialized Core worlds to remote Outer Rim outposts.

Each system is governed as a unified jurisdiction to ensure consistent application of Imperial law, efficient resource management, and coordinated security across all bodies within it. Systems report directly to their sector Moff, maintaining a clear chain of command from the planetary level to the Throne.

A Governor (also called System Governor) is the appointed administrator of a single star system. Appointed by the sector Moff (or directly by Emperor Draco Tanos or a Grand Moff for high-priority systems), Governors report to the sector Moff or Grand Moff overseeing their region. They hold supreme civilian authority within the system, overseeing all planets, moons, stations, and other bodies.

Governors are responsible for day-to-day administration, tax collection, local law enforcement coordination, implementation of Imperial decrees, and management of system-wide resources (e.g., asteroid mining, orbital trade, space station operations). They must divide attention across the entire system and bring serious matters to the attention of their Moff. If authorized by their superior, a Governor may be granted control of military units within the system, though this is rare and usually limited to defense or emergency situations. However, on a day to day basis they have access to the police forces of the Ministry of Security stationed in their space.

Planets and their Lieutenant Governors

A planet is the primary habitable or resource-bearing body within an Imperial star system. Planets vary widely in size, population, environment, economic output, and strategic value — from densely populated Core worlds to remote mining colonies in the Outer Rim. Each planet is governed as a distinct administrative unit to ensure localized control while maintaining alignment with Imperial law and policy.

Planets report directly to the system Governor, who oversees the entire star system. In cases of high-priority worlds (e.g., capital planets of sectors or strategic assets), the Lieutenant Governor may coordinate directly with the sector Moff or Grand Moff. Planetary governance focuses on day-to-day administration, local security, resource extraction, commerce regulation, and implementation of Imperial directives at the planetary level.

A Lieutenant Governor (sometimes known as a Planetary Governor) is the appointed chief administrator of an individual planet, planetoid, or other installation. Appointed by the system Governor (or directly by the sector Moff/Grand Moff for key worlds), Lieutenant Governors report to the system Governor or higher authority as needed. They hold supreme civilian authority over the planet, overseeing all aspects of planetary government, including local bylaws, public affairs, commerce, infrastructure, and coordination with planetary security forces.

Lieutenant Governors are responsible for maintaining order, collecting planetary taxes, enforcing Imperial law at the local level, and addressing planetary issues that do not require system-wide or sector-level intervention. They must report serious matters (e.g., rebellion, major economic disruptions, or judicial cases) to the system Governor. If authorized, a Lieutenant Governor may command planetary defense forces in emergencies, though military command is typically reserved for Imperial military units.

Planetary Regions and their Prefects

A planetary region is a sub-division of an individual planet, encompassing cities, city-states, provinces, continents, or other geographic/administrative areas. Regions vary in size, population, economic activity, and strategic importance, from sprawling urban centers on Core worlds to isolated mining districts on frontier planets. Each region is governed as a distinct unit to ensure localized administration while maintaining alignment with planetary and Imperial policy.

Planetary regions report directly to the planet's Lieutenant Governor, who oversees the entire world. In cases of high-priority regions (e.g., capital cities or major industrial zones), the Prefect may coordinate directly with the system Governor or higher authority. Regional governance focuses on day-to-day local issues, commerce regulation, public order, infrastructure maintenance, and implementation of planetary and Imperial directives at the regional level.

A Prefect is the appointed chief administrator of a planetary region (city, city-state, province, or similar division). Appointed by the planet's Lieutenant Governor (or directly by the system Governor for key regions), Prefects report to the Lieutenant Governor or higher authority as needed. They hold supreme civilian authority within their assigned region, overseeing local bylaws, public affairs, commerce, infrastructure, and coordination with regional security forces.

Prefects are responsible for maintaining order, collecting local taxes, enforcing planetary and Imperial law within the region, and addressing local issues that do not require planetary or system-wide intervention. They must report serious matters (e.g., unrest, economic disruptions, or judicial cases) to the Lieutenant Governor. If authorized, a Prefect may command regional defense or security forces in emergencies, though military command is typically reserved for Imperial military units.
