The Imperial Senate serves as the advisory legislative body of the Galactic Empire, representing the sectors, systems and worlds under Imperial rule. Presided over by the Grand Vizier as Speaker and Chair, the Senate provides counsel to Emperor Draco Tanos on matters of galactic policy, regional representation, and legislative proposals. While ultimate authority rests with the Throne, the Senate functions as a forum for discussion, debate, and the voicing of concerns from across the Empire.
Senators are elected by the population of the Sector they represent through a weighted voting system. This ensures that major planets cannot dominate the process and that smaller, less populous worlds have meaningful voice in their representation. Draco Tanos ended the Republic's practice of appointed Senators and eliminated corporate membership in the Senate, restoring a system grounded in the will of the Empire's citizens. Senators serve fixed terms, subject to re-election, and must demonstrate merit, loyalty, and service to the New Order to earn and retain their position.
The Senate meets regularly in the Senate Rotunda on Coruscant, where it reviews Imperial decrees, discusses reconstruction efforts, coordinates with ministries, and advises on territorial administration. Its role is mostly advisory and consultative, as no legislation passes without the Emperor's seal, yet it remains an important institution for maintaining communication between the Throne and the galaxy's diverse populations.
The Oathkeeper is a ceremonial officer of the Imperial Senate, responsible for calling sessions to order, confirming the quorum, and administering oaths of loyalty to the Empire. Appointed by the Grand Vizier or at the Emperor's discretion, the Oathkeeper serves as Vice Chair, ensuring that Senate proceedings adhere to protocol and that all members affirm their allegiance to Emperor Draco Tanos and the New Order. In addition, the Oathkeeper manages sessions of the Senate when neither the Speaker (Grand Vizier) or the Emperor cannot be present.
During Senate Investiture week, the Oathkeeper leads newly elected senators in the formal oath of loyalty from the Chancellor's Podium in the Senate Rotunda. The oath emphasizes life, honor, peace, bounty, full allegiance, and the unity of a galaxy assembled under the Empire. The Oathkeeper also recognizes speakers during sessions and maintains decorum, embodying the Senate's commitment to orderly governance.
